分析山东省西部的经济欠发达地区的地方财政收入在总量与结构、外延与内涵上的问题,透视问题形成的历史、体制等原因,提出了优化财政结构、增加财政收入、促进经济发展的具体措施。

This paper analyses the local fiscal revenues issues such as the total amount and structure, extension and intension in the economically underdeveloped area in the west of Shandong province, finds out the historical and structural reasons which produce these problems, and puts forward the concrete measures for optimizing the structure of finance, increasing the fiscal revenues and bringing about an advance in economy.
