党的十九届四中全会提出,要坚持和完善共建共治共享的社会治理制度。社会组织参与基层社会治理可以进一步开创社会治理的新局面,但是目前社会组织面临发展不均衡;缺乏相关法律支持和政策引导;缺乏独立自主性和资金来源等问题。需要通过培育良好的制度环境,加强顶层设计,增强社会组织自身建设和创新资金筹措渠道等途径培育社会组织的发展,提高其参与社会治理的能力。

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposes that we should adhere to and improve the social governance system of co-governing and sharing. The participation of social organizations in grass-roots social governance can further create a new situation of social governance,but at present,social organizations are facing problems such as unbalanced development,lack of relevant legal support and policy guidance,lack of independence and funding sources. It is necessary to cultivate the development of social organizations and improve their ability to participate in social governance by cultivating a good institutional environment,strengthening top-level design,enhancing self construction of social organizations and innovating financing channels.
