菏泽学院学报

菏泽市政府通过出台一系列优惠政策和搭建促进返乡入乡创业的各类平台，为返乡入乡人员营造了良好的创业环境。菏泽市在推动返乡入乡创业高质量发展中仍面临融资困难、用地保障受限、人才供需矛盾突出、基础设施不完善以及创业风险高等问题。菏泽市政府应通过加大财政资金和金融扶持力度，解决返乡创业企业资金难题；健全用地支持政策，保障返乡创业企业生产经营空间；优化人才政策，加强返乡创业企业人才支撑；加强基础设施建设，降低返乡创业企业创业成本；加强创业培训，提高创业人员应对风险的能力。

Heze Municipality has issued a series of preferential policies, built various platforms to promote entrepreneurship, and created a good entrepreneurial environment for returnees and non-natives. The government is still facing financing difficulties, limited land security, prominent contradiction between supply and demand of talents, imperfect infrastructure and high entrepreneurial risks in promoting the high-quality development of entrepreneurship for returnees and non-natives. It is necessary for the government to increase fund and support to solve financial problems of enterprises, improve land support policies to ensure the production and operation space, optimize policies to strengthen talent support, strengthen infrastructure construction to reduce the cost of entrepreneurship, and strengthen trainings to improve the abilities of returnees and non-natives to cope with entrepreneurial risks.
