摘要(Abstract)：

二战期间,罗斯福多次在不同场合表示要托管印度支那,但是最终在其去世之前放弃了托管印度支那的构想。罗斯福放弃托管计划英法等国以及罗斯福政府内部的反对是重要因素,但最重要的还是罗斯福总统的不作为,他没有为推行其计划根据国际环境的变化制订可行的方案。
